Welcome Message from the Chairs

It is our great pleasure to welcome you to the 16th edition of the IEEE Vehicular Networking Conference: IEEE VNC 2025!

Following the great success of VNC 2024 in Kobe, Japan, VNC this year is being organized in Portugal where we are looking forward to exploring the city of Porto and the hospitality of its inhabitants. Likewise, we are also looking forward to meeting our community in person. And of course we are looking forward to the exciting research results our authors have submitted.

We are extremely pleased that authors submitted a record number of papers, posters, and demos: IEEE VNC 2025 received a total of 165 submissions, an increase of 14% in comparison to last year's conference.

Organizing a conference is always a great challenge. We are extremely grateful to the dedicated team of volunteers that made the conference experience possible: Takahito Yoshizawa, Dohyun Kim, Takayuki Shimizu and Jim Lansford supported us in assembling the technical program of posters, demos, keynotes and panel discussion; Agon Memedi supported us for proceedings publication; Raphaël Frank, Patrick Finnerty, Lewis Tseng, and Rui Eduardo Lopes made sure our community was kept in the loop; Joaquim Ferreira helped us secure and coordinate support from our valued sponsors. Pedro Santos, João Almeida, and Diana Leal made outstanding efforts in organizing the on-site logistics, ensuring a smooth experience for all attendees.

Last but not least, we want to extend our warmest thanks to our sponsors, IEEE ComSoc and IEEE ITSS which lent organizational support to the conference and to our patron Toyota Motor Corporation who graciously lent financial support to the conference that allowed us to keep the registration rates low.

Our three day program is organized in 10 technical sessions that mix visionary short papers and complete, long papers as well as a poster and demo session. The technical sessions cover physical layer communication technologies, V2X communications, collective perception, driving and maneuvering along with edge computing support, security, V2X applications and vulnerable road users, and AI for vehicular communications and applications. In addition we have 2 keynotes and our well-established panel. Authors submitted papers from 36 different countries with Germany, Portugal, and USA leading the list. We are also happy to report that many authors of papers in our technical program are primarily affiliated with industry which illustrates the close cooperation of industry and academia in our community.

Our technical program is the result of a very selective peer review process that had to leave out many solid research papers - all in all the technical program only had room for 31% of all submitted full / short papers (more for posters and demos). For this we owe a debt of gratitude not just to our authors but also to our 75 TPC members and 12 Poster / Demo Program Committee members who, sometimes supported by external reviewers, diligently guaranteed three peer reviews for every paper in a short time period.

As stated above, the technical program is complemented by one panel and two keynote presentations sharing perspectives from both industry and academia. The keynote speakers are Florian Schiegg (Robert Bosch GmbH), and João Jesus Caetano (Portuguese Institute for Mobility and Transport). The panel will focus on the future of V2X in Europe.

We hope that you will find the program exciting and inspiring. We are looking forward to finally meeting and discussing with you again face-to-face in Porto!
