Welcome you to the workshop on Quantum Communications and Information Technology (QCIT'19) at IEEE GlobeCom 2019 in Waikoloa, Hawaii. This fifth workshop organized by ComSoc's emerging technical committee on quantum communications and information technology brings together researchers and engineers from all over the world to discuss the latest advances in communications and information related quantum technology.

The technical program of QCIT'19 consists of a keynote and two paper presentation sessions.

QCIT'19 received 26 paper submissions from 14 countries, out of which 8 papers have been accepted - corresponding to an acceptance rate of 31%. All papers have undergone a rigorous review process - every manuscript was reviewed by at least 3 experts.

We would like to especially thank the members of the technical program committee and the external reviewers for their dedication. Without their help, this fifth workshop on QCIT would not be possible. We would also like to thank the keynote speaker for contributing this important part of the program. Last, but not least, our sincere thanks to the workshop chairs, Yi Qian and Li-Chun Wang, and the technical program chair, Hsiao-Hwa Chen, for their strong support and continuous help.
