Publication chairs hold a special role. They are not part of the technical program committee as such, so they typically do not review papers. They have access to paper information and can upload manuscripts beyond the deadline, but they cannot read reviews or TPC discussions.
Typically, the publication and registration chair, if these roles are separate, are assigned this EDAS role.
